If you want to hire me to produce your custom Wordpress theme here is how the general process will go:

You email me with the details about what you are looking for in your custom Wordpress theme. This could include what the site will be for, what colors and images you have in mind, the format of columns you may be thinking of, and other such things.

I will give you an estimate of the price and time that it will take to complete the theme. The base price for all custom themes is $250. Depending on the project and what you require this price might go up but probably not by more than $150 or so. Also, note that two weeks is an approximate average time for completion of a basic theme.

You will pay a $100 deposit and I will start working on the site. I will send you the link of a test site where the theme will be worked on so you can watch it as it is made if you want. From time to time I will ask you how things are looking and we can make adjustments or changes in direction if need be. Once you are happy with the theme you will send the rest of the payment and I will send you the file containing the theme, which you can then install on your Wordpress site.

I will link to your site from here, getting you listed in Google if your site is new and increasing your page rank. I will also include in the final folder I send you whatever plugins I feel would benefit your site, and I can help you get these installed if you are having trouble with them.
